Project activities under the Governance and Infrastructure component seek to position improvements to human resources management in the Ukrainian civil service within a clear accountability structure and with improvements in functional leadership and capacity building of the human resources community.
Key planned activities include:
- Developing and communicating an accountability framework for human resources management reform;
- Providing expertise and mentoring to the MDCS in the building of their HRM leadership capacity and supporting capacity building in human resources management units within central executive government bodies; and
- Developing and implementing a communications strategy to support implementation of the Human Resources Management Strategic Framework.
Strengthening Governance and Infrastructure by working to enhance the capacity of the Main Department of Civil Service and selected government bodies' human resources units to lead reform of the central government human resources management system through targeted interventions aimed at establishing accountability and effective communication respecting human resources management reform.
