The Ukrainian Civil Service Human Resources Management Reform (UCS-HRM) Project is a project which aims to support Ukraine’s efforts in developing an accountable and transparent civil service that is in line with European norms by assisting in the reform of the Ukrainian civil service human resources management system. The main project beneficiary and partner of the UCS-HRM Project is the Main Department for Civil Service of Ukraine (MDCS) – the Ukrainian central executive government body with special status responsible for the management and function of the Ukrainian civil service. The principle Canadian funding agency for this project is the Canadian International Development Agency (CIDA), and the project is being managed by the Canadian Bureau for International Education (CBIE), as the Canadian Executing Agency.
The Project Implementation Plan (PIP) for the Ukrainian Civil Service Human Resources Management Reform Project describes how the UCS-HRM Project will be implemented, in collaboration with the Main Department for Civil Service of Ukraine. The PIP has been divided into two key components: 1) Project Design and 2) Project Implementation.
